For years the global oil and gas industry has been under pressure, struggling to provide adequate returns to shareholders and to convince the broader stakeholder community of the continued long term requirement for oil and gas as part of the energy mix.
Western Canadian developments have been particularly challenged by the landlocked location of the resources and related transportation bottlenecks and price discounts.

Matthew Foss
Former Chief Economist
Alberta Energy
With 20 years of experience in the Canadian energy industry, Matthew Foss is the principal for MFoss Consulting specializing in energy economics and policy development and an Executive Fellow with the University of Calgary School of Public Policy.. Matthew recently served as the Chief Energy Economist for the Alberta Government where he was responsible for assessing the value of Alberta's energy resources, designing Alberta’s oil and gas royalty formulas, programs, features, and incentives, forecasting oil and natural gas prices and energy revenues, and advising Alberta on energy markets and related policies and strategies.
In his career with the Alberta Government, he has led teams responsible for advising on market access, energy investment competitiveness, petrochemicals and refining policies, pipeline tolling and other regulatory matters, and the design and evaluation of royalty and fiscal frameworks. He has frequently provided presentations to international delegations and at international conferences.
Before joining the Government, he worked for several years as an energy economist with the Canadian Energy Research Institute where he was responsible for price forecasting and studies related to energy supply and demand. Mr. Foss has also taught natural gas-related economics courses at the University of Calgary.
Matthew has a Master of Arts in Economics and a Bachelor of Arts First Class Honours in Economics both obtained from the University of Calgary.

Stuart Broadley

Stuart is Chief Executive of the EIC, the Energy Industries Council. Prior to joining EIC in 2016, Stuart enjoyed a successful 25-year career leading global O&M businesses in oil & gas, power, and renewables with Rolls-Royce, Wood, Senvion, and Hoerbiger.
Passionate about exporting and energy transition, Stuart is author of the renowned Survive & Thrive annual report which highlights successful growth strategies in a downturn and is co-founder of the business scale-up programme, Fit4Energy.
Stuart has various non-executive director roles including the Brazilian Chamber of Commerce in the UK and the Nuclear Innovation & Research Advisory Board. In 2019, Stuart was invited to become a Fellow of the Energy Institute.

Lara Conrad
Vice President, Development and Planning

Lara is Vice President, Development and Planning with responsibility for all engineering, strategic planning, business development, and land activities. She has over 20 years of industry experience including reservoir, exploration, development, and production engineering as well as in government and regulatory relations. Lara joined ARC in 2011, and since this time has taken on roles of increasing responsibility. Prior to joining ARC, she worked at a major Canadian oil and gas producer. Lara has a Bachelor of Science degree in Mechanical Engineering from the University of Waterloo and is a member of the Association of Professional Engineers and Geoscientists of Alberta (APEGA).

David Chappell
Senior Vice President, Petrochemical Development
Inter Pipeline
As Senior Vice President, Petrochemical Development at Inter Pipeline Mr. Chappell is responsible for structuring petrochemical infrastructure investments and commercial contracts for the company, including the development of the Heartland Petrochemical complex. Prior to joining Inter Pipeline, Mr. Chappell was most recently the president of Williams Energy Canada. Mr. Chappell joined Williams in 2000, and during his tenure has served in various leadership roles, progressing from director to president of the Canadian business in 2012. He has more than 30 years of experience in the energy industry and graduated from the University of Saskatchewan with a Bachelor of Science degree in Mechanical Engineering, and later completed the Executive Development Program at the University of Calgary. Mr. Chappell has worked in the areas of natural gas marketing, straddle plants, natural gas liquids, and basic petrochemicals. He served on the board of the Energy Council of Canada for many years and currently sits on the board of the Chemistry Industry Association of Canada (CIAC). Mr. Chappell was a founder of and helped launch the Resource Diversification Council (RDC) in Alberta, and currently serves as Chairman of the board for the RDC

Klaus Buttner
Managing Director
Alberta United Kingdom Office
Klaus Buttner joined the Government of Alberta (GOA) in November 2015. In August 2019 he moved to London and currently serves as the Managing Director of the Alberta United Kingdom Office (AUKO), where he leads a team of trade and investment professionals based in the High Commission of Canada. The AUKO has the mandate to generate and facilitate outbound trade and inbound investment opportunities between Alberta, the United Kingdom and the Republic of Ireland.
Mr. Buttner arrived in London from Mexico City, where he held the role of Managing Director of the Alberta Mexico Office and directed a team with a similar trade and investment mandate operating out of the Canadian Embassy in Mexico City and the Canadian Consulate in Guadalajara.
Prior to joining the GOA, Mr. Buttner was Executive Director in the International Business Development Division of the Ministry of International Trade of British Columbia. In February 2015, he was appointed to lead the newly created Transportation, Infrastructure and Professional Services Branch of the Ministry. Prior to that role, Mr. Buttner led the International Market Development Branch of the Ministry, where he had responsibility for managing and expanding the Province’s international representations in Asia, Europe and the United States, as well as the Ministry’s marketing campaigns and missions and events activities.
